In conjunction with this event, there will be parking restrictions and street closures that motorists should take into consideration: Emergency No Parking. The following streets will be posted as Emergency ... Presidents’ Day – Third Monday in February. D.C. Emancipation Day – April 16. Memorial Day – Last Monday in May. Juneteenth – June 19. Independence Day – July 4. Labor Day – First Monday of September. Columbus Day – Second Monday of October. Veterans Day Observed – November 11. Thanksgiving Day – Fourth Thursday of November. All low-barrier shelters remain open 24 hours and will remain open all day on Friday, November 11. Individuals seeking access to homeless services should call the DC Shelter Hotline at (202) 399-7093 from 8 am – 12 am or the Mayor’s Citywide Call Center at 311 at any time of the day or night. All parking enforcement will be suspended on Thursday, November 11, except Streetcar ticketing and towing. All parking enforcement will resume on Friday, November 12. All DC Circulator routes will operate according to their normal schedules on November 11. The DC Streetcar will operate on its normal schedule on November 11. DC Streetcar will operate on a normal schedule. DC Circulator will operate on the phased-elimination schedule. The Downtown Day Services Center, located at 1313 New York Avenue, NW will be open on November 11, from 9 am – 5 pm for appointment-only essential services (shower, laundry, etc.).
